Workers' compensation information system (WCIS)

FROI and SROI Data Quality

The Workers’ Compensation Information System (WCIS) collects First Reports of Injury (FROI) and Subsequent Reports of Injury (SROI) submitted electronically by claims administrators and their trading partners.  

The business and technical standards for these transactions are determined by a combination of the International Association of Industrial Accident Boards and Commissions’ (IAIABC) IAIABC EDI Implementation Guide for First, Subsequent, Acknowledgment Detail, Header, & Trailer Records, Release 1 and the California EDI Implementation Guide for First and Subsequent Reports of Injury (FROI/SROI), Version 3.1. 

In accordance with the business rules and technical requirements in these two guides, WCIS records for analysis of data quality the transaction acknowledgments that are generated for each data submission.

In WCIS, every FROI/SROI transaction is acknowledged with one of three acknowledgments:

  • TA = Transaction Accepted
  • TE = Transaction Accepted with Error
  • TR = Transaction Rejected

If the transaction receives a TE or a TR, the acknowledgment also details which data element (DN) created the TE or TR, and what the error was.  The tables and reports below provide information on the overall WCIS FROI/SROI data quality by year.

* Acknowledgment Records represent total count of TA, TE, TR reported to the WCIS by all Trading Partners.
Each record of acceptance (TA, TE) or rejection (TR) is counted in the validation process.
