Governor Announces Four DIR Appointments

Governor Arnold Schwarzenegger today appointed Len Welsh chief of the Division of Occupational Safety and Health (DOSH) and Caroline (Carrie) Nevans to be the administrative director of the Division of Workers’ Compensation (DWC).

In addition, he named Gregory Govan chief of the Division of Labor Statistics and Research, and Robert Roginson chief counsel at the Division of Labor Standards Enforcement.

Welsh has been acting DOSH chief since 2003 and has worked in the Division since 1990. Prior to being named acting chief, he served in numerous positions including special counsel for regulatory development, acting deputy chief and staff counsel.

Nevans has been DWC’s acting administrative director since 2005, and prior to that served in numerous capacities from 1999 to 2004. In a 20-year career in government, she has been a fiscal consultant to the California State Senate, a staff finance budget analyst for the Department of Finance and spent eight years working in the Department of Corrections.

Govan has been a self-employed labor and human resources consultant focusing on industrial relations issues and previously managed labor relations for the Guy F. Atkinson Company and Crowley Maritime Corporation. 

Roginson has been an attorney in private practice with the law firm Atkinson, Andelson, Loya, Ruud & Romo, where he served as a partner in the employer services practice group. He previously was a contract administrator in the industrial relations department for the Associated General Contractors of California. 

The Welsh and Nevans appointments require Senate confirmation, but the Govan and Roginson appointments do not.
