Educational Program and Technical Service Unit

The Educational Program and Technical Service (EPTS) Unit serves as the centralized hub for Cal/OSHA’s internal workforce development, public-facing health and safety guidance, and technical field support. Established in December 2025, this unit ensures that the Division's workforce possesses the technical mastery and accurate tools required to protect California workers while providing the public with high-quality, accessible health and safety resources.

The unit operates through three primary functional teams:

  • Training and Education Team: This team serves as the architect of Cal/OSHA’s learning ecosystem, ensuring every employee has access to timely and effective learning to perform their work consistently and competently. The team organizes and coordinates essential training on technical safety topics, inspection techniques, and legal aspects of the California Occupational Safety and Health Act. By maintaining comprehensive training records and standardized onboarding frameworks, the team ensures the Division meets all federal mandates and industry needs.
  • Publications Team: Dedicated to making complex health and safety regulations straightforward and accessible, this team researches and produces high-quality guidance materials for employers, employees, and the general public. From technical manuals and handbooks to hazard alerts and eTools, the Publications Team synthesizes technical information into highly visual, actionable resources. The team is also responsible for ensuring all public-facing documents are culturally competent and strictly compliant with ADA and Web Content Accessibility Guidelines (WCAG).   • CALICO Laboratory: The Calibration and Inventory Control (CALICO) Laboratory fulfills the technical needs of Cal/OSHA field staff by managing the procurement, maintenance, and calibration of field measurement and personal protective equipment (PPE). The lab’s staff ensure the technical accuracy of sampling and monitoring results and administer specialized programs, such as the statewide respiratory protection program. These technical services ensure Cal/OSHA operations remain as effective as federal counterpart programs.
