Authorized JET File Vendors

JET File allows the submission of completed forms and attachments in workers’ compensation cases by way of a single electronic transmission utilizing a secured protocol (that is, a secure file transfer (SFT) service). The following may be submitted to EAMS via JET File:

• Application for adjudication of claim
• Declaration of readiness to proceed (to hearing)
• Declaration of readiness to proceed (to expedited trial)
• Compromise and release
• Stipulations with request for award
• Notice and request for allowance of lien
• Golden Rod lien (EDD only)
• Unstructured form
• Supplemental Lien Form and Section 4903.05(c) Declaration - Jan. 1, 2017
• Answer to Application for Adjudication of Claim - Jun 21, 2019
• Request for Summary Rating Determination of Primary Treating Physician - July 31, 2020
• Request for Consultative Rating - July 31, 2020

The Division of Workers’ Compensation (DWC) built and maintains control of the “receiving end” of JET File. At the receiving end, the division imports e-filings into the Electronic Adjudication Management System (EAMS). EAMS services filings in the adjudications of workers’ compensation claims (also known as workers’ comp cases) heard by the trial judges of the Workers’ Compensation Appeals Board.
Workers’ compensation case participants or those authorized to act on their behalf have three ways they may connect to the “front end” of JET File to effect filing into EAMS: 

• Build and utilize a JET File transmission process using technical specifications provided by DWC
• Utilize software for JET Filing that is provided by an authorized vendor;
• Use the third-party JET Filing services of an authorized vendor

Some businesses have developed proprietary software by which they JET file, while others use licensed and authorized JET filing software when they provide filing services on behalf of their customers.  
DWC lists below Authorized Vendors of JET filing products or services. An Authorized Vendor is a business

1. that represents in their signed “Electronic Adjudication Management System JET File Trading Partner Agreement” (“JET Agreement”) that their transmission protocols meet the division’s current data security technical specifications; and
   
2. whose transmission of filings by JET has been tested and confirmed by DWC as conforming with the division’s specifications for compatibility with EAMS as of the testing date. Transmissions must be done in a compatible manner for DWC to be able to import the filing into EAMS successfully.
   
   Please Note:  DWC does not endorse or guarantee the performance of any vendor, product or service for the purposes of JET filing. Rather, DWC does not permit electronic filing into EAMS by JET unless DWC has confirmed that the transmission utilized by the service or product is compatible with EAMS, and has received the vendor's signed EAMS JET File Trading Partner Agreement in which the vendor agrees that it utilizes transmission protocol meeting DWC's current data security requirements. An Authorized Vendor is one whose transmission methods have been confirmed by DWC to be compatible with EAMS as of the testing date, and who has represented in writing that its transmission methods meet specific data security requirements. A consumer of any e-filing product (software) or service and the vendor are responsible for ensuring that the vendor’s business operations, products and/or services comply with all applicable laws.

• Software vendors: Provide software that allows customers to JET File on their own behalf
• Third-party filers (TPF): JET File on behalf of their customers

To be listed as a DWC Authorized Vendor, a business must

• Acknowledge, agree to and follow all applicable business rules;
• Complete, sign and submit to DWC the “Electronic Adjudication Management System JET File Trading Partner Agreement; and
• Successfully pass DWC’s transmission testing of its products or services for compliance with the division’s published technical specifications.
