Mr. David Thomas (Modesto, California) has been a business representative for the Northern California District Council of Laborers since 2009. Previously, Thomas was a business agent for the Laborers Local Union #73 from 2001 to 2009 and, from 1994 to 2001, was a business representative for the Northern California District Council of Laborers. Prior to that, he was a business representative for the Laborers Local Union #73 from 1987 to 1994. Thomas is a member of the San Joaquin Building Trades Council.

Mr. William Jackson (Royal Oaks, California) is the Director of Safety for Granite Construction Incorporated, one of America's largest diversified heavy civil contractors and construction materials producers. Mr. Jackson, a Certified Safety Professional, has been with Granite's Safety Department for more than 30 years. He is responsible for the development and administration of accident prevention and regulatory compliance policies for the company's operating divisions and subsidiaries. Mr. Jackson is a member of the American Society of Safety Engineers, a past Chairman of both the Safety and Health committee of the Associated General Contractors of California and the National Construction Safety Executives. During most of his career, Mr. Jackson has been actively involved in the development of safety and health standards, participating in the rulemaking processes of OSHA, MSHA and Cal/OSHA for more than 25 years. Mr. Jackson previously served as a member of the California Occupational Safety and Health Standards Board from 1992 to 2001.

Ms. Laura Stock, 57, of Berkeley, has been associate director at the Labor Occupational Health Program at the University of California, Berkeley since 1982. She was program administrator at the Occupational Health Service at the University of California, Berkeley from 1985 to 1987, health educator at Roxbury Comprehensive Community Health Center from 1980 to 1981 and a counselor at Dimock Community Health Center from 1977 to 1980. Stock is a member of NIOSH's (the National Institute for Occupational Safety and Health) National Occupational Research Agenda Committee on Health Care, and the American Public Health Association.

He is a California licensed professional safety engineer.

Smisko is a certified safety professional and a member of the American Society of Safety Engineers and the Disability Management Employer Coalition.
