

Casey Gallagher appointed to the Interagency Advisory Committee on Apprenticeship
Rebecca Hanson reappointed Chair of IACA and Jorge Marquez reappointed as an Employer Representative
Oakland— The Department of Industrial Relations (DIR) and Division of Apprenticeship Standards (DAS) are pleased to announce the appointment of Casey Gallagher as an Employee Representative of the Interagency Advisory Committee on Apprenticeship (IACA). He will represent the perspective of workers and advocate for employees’ interests in advising DAS on the expansion of apprenticeships across many sectors. His term is effective through November 2026. Gallagher has been an active IACA participant since its inception and has served on the advanced manufacturing subcommittee.

He has been a diplomatic and well-informed voice in the apprenticeship space and his perspective is critical as we strive to integrate apprenticeships across all sectors.”
Over the last decade, Casey Gallagher has assisted with the development, design, expansion, and implementation of registered apprenticeship programs. Gallagher is the California Regional Director of the Machinists Institute, where he has expanded workforce development opportunities in manufacturing, automotive, machinist, and industrial trades. Prior to this role, Gallagher was an apprenticeship specialist for the California Labor Federation AFL-CIO.
Gallagher understands how apprenticeship systems can promote intergenerational upward mobility and community empowerment. He grew up in a union household and has compassion for others seeking job advancement. He received his master’s in community development and sociology from the University of California, Davis. Gallagher resides in the Bay Area.
In addition, Rebecca Hanson, Executive Director at SEIU UHW-West & Joint Employer Education Fund has been reappointed as both Employee Representative and Chair of IACA through November 2028. Rebecca was first appointed to IACA in November 2018. Jorge Marquez, Chief Impact Office at Goodwill Southern California has been reappointed in the employer representative seat of IACA through November 2028. Jorge was first appointed in December 2022.
The Interagency Advisory Committee on Apprenticeship guides standards and agreements for apprenticeships in non-traditional sectors such as healthcare, technology, and advanced manufacturing. IACA is comprised of subcommittees within these fields that weigh in on the direction of registered pre-apprenticeship and apprenticeship programs. The committee was established in 2018 under the Shelley-Maloney Apprentice Labor Standards Act with the passage of Senate Bill 235. The next IACA meeting is scheduled for April 29.
