Congratulations to the 2026 Hall of Fame Award Recipients!
In 1981, the California Apprenticeship Council established the Apprenticeship Hall of Fame to recognize those who have made significant contributions to apprenticeship in our state. This year, we honor three individuals whose dedicated service and commitment to apprenticeship went above and beyond.
Glen Forman
Few individuals have dedicated themselves to the advancement of apprenticeship in California with the depth of knowledge, integrity, and commitment that Glen has demonstrated throughout his nearly 40 years of involvement in both the trades and state service. Glen began his career as a plasterer/cement mason, where he developed firsthand experience in the building trades that would inform and enrich his later work. His transition to the Division of Apprenticeship Standards (DAS) marked the beginning of decades of service until he retired as a Deputy Chief in 2024. At DAS, apprenticeship became not just his profession, but his second family. His unparalleled understanding of California's apprenticeship system has made him the go-to resource across the state. Over the years, countless professionals have relied on his insight, and his work has shaped policy, practice, and program development.
Earl's contributions to the construction industry and to the apprentices who represent its future have come in many forms. Starting out as a summer helper more than 50 years ago through his time as an apprentice and owner of Fuller Electric, and as a 45-year NECA member and contributor to the JATC– he has always been a leader and always willing to step up when asked to serve. He has shown leadership and dedication to developing the next generation of electricians. As a trustee and later chair of the San Diego JATC, he helped guide the program through major milestones, including the development and expansion of the Imperial County training center and significant growth in apprenticeship opportunities. Earl’s commitment to mentorship, education, and service has left a lasting impact on our industry and community.
Richard (Dick) Deisher
Throughout his life, Dick has demonstrated an unwavering commitment to service- first to his country by serving in the US Navy for 30 years, and then to the countless apprentices across California whose careers he helped build, support, and protect. Following his military retirement, Dick entered the construction industry with Helix Electric in 1997 and quickly became involved in workforce development. His leadership journey continued when he became a trustee for ABC Southern California in 2004, after previously serving on its Board of Directors. His legacy is not only one of extraordinary professional achievement but also of tireless advocacy for those entering the trades. Quite simply, Dick is the embodiment of what it means to be a champion for apprenticeship. He has always placed apprentices at the center of every decision. He begins every meeting with a reminder that "we are here for the apprentices"- a mantra that guides his leadership and reinforces his purpose.
