

Appointment of Melissa Flores, CHSWC Executive Officer
Melissa A. Flores has been appointed as the Executive Officer for the Commission on Health and Safety and Workers' Compensation (CHSWC) effective March 11, 2025.
Flores previously spent 21 years at the California Housing Finance Agency (CalHFA) where she held various managerial roles, most recently Assistant Director of Board Relations and External Communications. In addition to overseeing the execution of all Agency Board functions, she managed the CalHFA Creative Media Team, which was responsible for managing the website, graphic design, video production and external communication platforms, and served as CalHFA’s Native American Tribal Liaison. From 2004 to 2017, she was the Governor-appointed Deputy Director of Special Projects and the Marketing and Communications specialist at CalHFA.
She held several managerial roles at Vision Service Plan from 1991 to 2003, including Marketing Product Manager, Group Services Administration and Call Center Manager, and Corporate Recruiter. From 1986 to 1991, Flores was a Manager of Property Casualty Underwriting for Progressive Insurance Company.
She served in her community as Chair of the Elk Grove Charter School Board from 2012-2022 and on various projects for Habitat for Humanity.
Flores received her Bachelor of Science degree from California State University – Sacramento where she studied Business Administration, Marketing and Computer Science.
CHSWC is charged with examining California’s health and safety and workers' compensation systems and recommending administrative or legislative modifications to improve their operation. The commission was established to conduct a continuing examination of the workers' compensation system and of the state's activities to prevent industrial injuries and occupational illnesses and to examine those programs in other states.
