§5596. Tank Openings Other Than Vents for Aboveground Tanks.


(a) Connections for all tank openings shall be vapor-tight and liquid-tight.
(b) Openings for gaging on tanks storing Category 1 or 2 flammable liquids, or Category 3 flammable liquids with a flashpoint below 100oF (37.8oC), shall be provided with a vaportight cap or cover. Such covers shall be closed when not gaging.
(c) For Category 2 flammable liquids and Category 3 flammable liquids with a flashpoint below 100oF (37.8oC), other than crude oils, gasolines and asphalts, the fill pipe shall be so designed and installed as to minimize the possibility of generating static electricity. A fill pipe entering the top of a tank shall terminate within six inches of the bottom of the tank and shall be installed to avoid excessive vibration.
(d) Filling and emptying connections for Category 1, 2, 3 or 4 flammable liquids which are made and broken shall be located outside of buildings at a location free from any source of ignition and not less than five feet away from any building opening. Such connections for any liquid shall be closed and liquid-tight when not in use and shall be properly identified.
