§5577. Dispensing into Portable Containers.

(a) No delivery of any Category 1, 2 or 3 flammable liquids, shall be made into portable containers unless the container is constructed of metal or is approved for such use, has a tight closure with screwed or spring cover, and is fitted with spout or so designed that the contents can be poured without spilling.
