§232.32. Consolidation and Severance.
(a) The Hearing Officer may consolidate for hearing and decision any number of 
proceedings where the facts and circumstances are similar and consolidation will 
result in conservation of time and expense. Where the Hearing Officer proposes 
to consolidate proceedings on his or her own motion, the Parties shall be given 
reasonable notice and an opportunity to object before consolidation is ordered. 
  (b) The Hearing Officer may sever consolidated proceedings for good cause.
