      Article 15. Special Access Lifts 
  
 §3093.14. Location and Guarding of Counterweights.
Access shall be provided for inspection, maintenance, and repair of an enclosed 
counterweight and its ropes. Doors on the counterweight enclosure shall be self-closing 
and self-locking and openable from the outside only with a suitable key. If the 
enclosure is of such size that the door can be closed when the enclosure is occupied 
by a person, the door shall be easily openable from the inside without the use 
of a key or other instrument. A stop switch conforming to the requirements of 
subsection 3040(b)(5) shall be located adjacent to and inside the opening and 
operable without entering the enclosure.
