After filing of an Application for Adjudication, the Appeals Board, a workers'
compensation judge may order the joinder of additional parties necessary for
the full adjudication of the case. A party not present or represented at the
time of joinder shall be served with copies of the order of joinder, the application,
minutes of hearing and summary of evidence, medical reports and other documents,
as directed in the order of joinder. The Workers' Compensation Appeals Board
may designate the party or parties who are to make service.
