Summary of Manpower - DAR


Manpower furnishes employees to other employers. One of Manpower’s employees, working at a construction site for another employer, was seriously injured. The Division found that neither Manpower, the primary employer, nor the secondary employer for whom the employee was working, had inspected the jobsite in the month preceding the accident, and cited Manpower under section 3203(b)(1) for not having site inspection records. Held: The primary employer, Manpower, had a duty to inspect the site and keep inspection records. The violation of section 3203(b)(1) was sustained by the Board.
