Summary of R. E. Harbor & Company, Inc. - DAR

A 30' tall light pole was being moved upright by a crane approximately 18" off the ground so no employees were directly under it. Employees were within a 30' radius and the Division Safety Engineer's test established that it could fall in any direction, despite the weight of the arms on one side. The load could strike employees in an occupied work area if it fell due to the non-safety hook; thus, it was a serious violation of section 5002. Employees were also exposed to "falling objects," so there was a serious violation of section 1515(a) because they weren't wearing head protection.
