DIR Now Hiring: Chief Counsel for the Division of Workers’ Compensation

Under the general direction of the Administrative Director of the Division of Workers’ Compensation, the Chief Counsel plans, organizes, and manages the work of the Legal Unit of the Division of Workers' Compensation. The Chief Counsel represents the Administrative Director on behalf of the Division, and serves as the Division’s top legal liaison to the Governor’s Office, the Legislature and its various committees, the Labor and Workforce Development Agency, the Department of Industrial Relations, and the Workers’ Compensation Appeals Board. As the manager of the Legal Unit, the Chief Counsel provides legal advice to the Administrative Director and to the Division’s Units on a variety of difficult and complex legal issues that may have a significant impact on the Division’s policies.
The Chief Counsel is expected to be knowledgeable in all aspects of the California workers’ compensation system, which encompasses the administration and adjudication of claims, the Workers’ Compensation Information System, Carve-out programs, the Medical Treatment Utilization Schedule and Drug Formulary, treating physician reporting, utilization review and Independent Medical Review, the medical-legal evaluation system, fee schedules and Independent Bill Review, Medical Provider Networks, the Subsequent Injuries Benefits Trust Fund, the Uninsured Employers Benefits Trust Fund, the Return to Work Supplement Program, and Audit. The Chief Counsel is further expected to be knowledgeable about the California Court system, California laws regarding the legislative process, the regulatory process, and Public Records Act procedures, and the American with Disabilities Act.
The position is in the Department of Industrial Relations (DIR), headquarters in the beautiful Elihu Harris Building located in Oakland, CA. California is known for its theaters, waterfront dining, outdoor sports, technological and agricultural innovations, and modern wonders such as the Chabot Space & Science Center located in Oakland. The Oakland headquarters is centrally situated in the Bay Area with easy access on the Bay Area Rapid Transportation (BART) rail system, a short drive to the state capitol in Sacramento or historic San Francisco, Napa wine country, Lake Tahoe winter sports, and other beautiful cities in California.
The Ideal Candidate
The Department of Industrial Relations (DIR) is looking for an effective leader and diplomatic individual with exceptional research skills and extensive legal knowledge. A viable candidate would have strong ethical commitment, a high level of personal integrity, sound judgement, and quality decision-making skills. In addition, the DIR is seeking a seasoned professional with:
- Demonstrated transparency
- Experience providing executive level legal advice regarding California workers’ compensation system
- Experience in rulemaking procedures and responses to proposed legislation
- Demonstrated ability to manage a large team, including allocating human resources and reviewing work products
- Experience in reviewing and evaluating high-level medical legal decisions
- Demonstrated commitment and innovation related to diversity, inclusion, and equity policies and procedures
The annual salary range for this position is $154,296 – $171,852.
