Re: Registration of Employers, Transporters, and Supervisors of Minors Engaged in Door-to-Door Sales
Dear Applicant:
Regulations governing the registration of employers, transporters and supervisors of minors, under the age of 16 years, engaged in door-to-door sales were adopted by the California Secretary of State on August 22, 1998, and are now incorporated in the California Code of Regulations. This letter will serve as notice that you are now required to be registered by the State Labor Commissioner if you employ minors in door-to door sales at any location more than ten miles from the minors place of residence. Failure to be licensed is a misdemeanor and is punishable by fines ranging from $1,000 per affected minor upon initial violation to $2,500 for a second violation and up to $10,000 for third or subsequent violations. [LC §§ 1308.2 (e) and 1308.3 (f)].
Attached is an application for registration with the State Labor Commissioner as an employer, transporter, or supervisor, of minors engaged in door-to door sales, as well as instructions for completion of the application. I am allowing an initial grace period of 105 days for individuals and companies currently in operation to complete the registration process. This period ends on December 4, 1998. The sooner that you submit your application for review, the sooner your registration will be issued.
