The Organization

DIR is composed of four divisions, the Division of Occupation Safety and Health, the Division of Apprenticeship Standards, the Division of Workers' Compensation, and the Labor Commissioner's Office. These divisions focus on workplace safety and health, apprenticeship, workers’ compensation and labor law enforcement.

The Position

Duties

The Division of Apprenticeship Standards (DAS) Chief is the authorized representative of the Administrator of Apprenticeship (Director of the Department of Industrial Relations), whose purpose is to administer the California Apprenticeship Act. The incumbent serves as the Secretary for the California Apprenticeship Council (CAC) and the Interagency Advisory Committee on Apprenticeship (IACA) and as the subject matter expert for State Registered apprenticeships, On-the-Job Training, and Pre-apprenticeship programs. The Chief of DAS provides apprenticeship guidance to Department and Labor and Workforce Development Agency leadership, and serves as an expert before Federal and State Legislative Committees.

In this role, the Chief of DAS:

  • Is responsible for planning, setting policy, organizing and directing the work of the Division of Apprenticeship Standards. Provides guidance and leadership to staff to ensure compliance with all applicable policies, rules, and regulations. Establishes work assignments, mentors and develops staff by providing guidance with training assignments, presentations, and associated processes related to DAS. Directs research on apprenticeship activities; approves or denies new apprenticeship programs or work processes; reviews and approves or denies apprenticeship statutory exemptions; and oversees the Evaluations Unit that ensures quality registered apprenticeship program.
  • Facilitates rulemaking activity; establishes procedural policy; develops and recommends general policy and rulemaking to the California Apprenticeship Council. The Chief of DAS is also responsible for promulgating regulations that govern the Inter-agency Advisory Committee on Apprenticeship and is charged with investigating complaints, working with the Office of the Director, Legal and ensuring that programs and associated contractors comply with anti-harassment and anti-discrimination laws. Oversees grant administration, which includes applying for grants, and distributing as outlined in statute. Develops and recommends general policies; provides apprenticeship subject matter expertise to the public; conducts public meetings, and reports out DAS activities for the CAC commissioners, IACA committee members and interested public; and acts an ex-officio member of the CAC and IACA.

Location

The position is located in Northern California with the Department of Industrial Relations (DIR), headquartered in the beautiful Elihu Harris Building in Oakland, CA. The position consists of both in-office and tele-work and can be based out of either Sacramento or Oakland.  The Oakland headquarters is centrally situated in the Bay Area with easy access on the Bay Area Rapid Transit (BART) rail system, a short drive to the state capitol in Sacramento or historic San Francisco, Napa wine country, Lake Tahoe winter sports, and other beautiful cities in California. Sacramento, home of the state capitol, is the region’s largest employer for government agencies.  It is conveniently surrounded by a selection of outstanding universities, expanding companies, and area fueled by opportunities in leisure and hospitality.  Ethnic diversity, lower cost of living, and increasing employment opportunities have drawn working professionals and growing families to the area.

The Department of Industrial Relations (DIR) is looking for an effective leader and diplomatic individual with exceptional interpersonal skills. A viable candidate would have a high level of personal and professional integrity, sound judgment, and quality decision making skills. In addition, the DIR is seeking a seasoned professional with:

  • Demonstrated commitment to transparency, and strong communication
  • Demonstrated ability to maintain effective working relationships with diverse stakeholder groups including labor and management groups, federal, state, and local communities
  • Experience with efficient and effective policy development and rule-making
  • Demonstrated utilization of improvement methodologies including data, metrics, and measurements
  • Demonstrated commitment and innovation related to diversity, inclusion, and equity policies

The Compensation

The annual salary range for this position is $139,164 - $155,040.
