The Position


The Deputy Director of External Affairs, Communications, and Outreach reports to the Director and Chief Deputy Director and serves as a vital member of the DIR Executive team. The Deputy Director has full responsibility for oversight and coordination of outreach initiatives within the divisions and functions of DIR, as well as for the development and implementation of the department's strategic communications plan, including media relations, social media campaigns, and online content. The Deputy Director serves as the official DIR spokesperson with the media in coordination with senior leadership and will map out a comprehensive media strategy, both short range and long range, for the Department. The Deputy Director will oversee and coordinate outreach initiatives with DIR's divisions to ensure public information consistently reflects the Department's policies, priorities and initiatives. The Deputy Director will also review outreach and public education plans and provide recommendations on how to improve reach, increase accessibility, and evaluate measurable outcomes; and advise on departmental communications strategies to strengthen community partnerships and engagement with diverse constituents, taking language access and diverse literacy levels into account. The Deputy Director will lead a diversely skilled communications and outreach team and provide executive level directions to all staff engaged public affairs, public participation, and communication activities. In coordination with the Chief Information Officer, the Deputy Director will be responsible for modernizing the design and utility of DIR internet and intranet sites with the goal of making communication and digital delivery of government services more effective and efficient.


The position is located in Northern California with the Department of Industrial Relations (DIR), headquartered in the beautiful Elihu Harris Building in Oakland, CA. The position consists of both in-office and tele-work and can be based out of either Sacramento or Oakland. The Oakland headquarters is centrally situated in the Bay Area with easy access on the Bay Area Rapid Transportation (BART) rail system, a short drive to the state capitol in Sacramento or historic San Francisco, Napa wine country, Lake Tahoe winter sports, and other beautiful cities in California. Sacramento, home of the state capitol, is the region’s largest employer for government agencies. It is conveniently surrounded by a selection of outstanding universities, expanding companies, and area fueled by opportunities in leisure and hospitality. Ethnic diversity, lower cost of living, and increasing employment opportunities have drawn working professionals and growing families to the area.

The Ideal Candidate

The Department of Industrial Relations (DIR) is looking for an effective leader and diplomatic individual with exceptional interpersonal skills. A viable candidate would have a high level of personal and professional integrity, sound judgment, and quality decision making skills. In addition, the DIR is seeking a seasoned professional with:

  • Demonstrated commitment to transparency and strong communication
  • Demonstrated ability to handle sensitive and confidential materials and matters in a professional manner
  • Demonstrated utilization of improvement methodologies including: data, metrics, and measurements
  • Experience in media relations and high-profile media inquiries
  • Demonstrated ability to maintain effective working relationships with diverse stakeholder groups including labor and management groups, federal, state, and local communities
  • Demonstrated commitment and innovation related to diversity, inclusion, and equity policies.

The Compensation

The annual salary range for this position is $120,768 - $134,508.
