Section 1599(f). Flaggers.

This section consists of six subsections which contain regulations addressing the use of flaggers at construction sites, placement of flaggers, placement of warning signs, flagger garments, operations involving flaggers during hours of darkness, and flagger training.

Subsection (f) requires flaggers to be trained in flagging fundamentals (handling moving traffic) prior to being assigned as a flagger. Additionally, this subsection requires signaling directions used by flaggers to conform to the Manual. (See Summary.)

A revision is proposed to subsection (f) to specify nine separate training elements for flaggers to be used along with the information contained in the Manual. Further revisions to subsection (f) is proposed to require employers to document the training and maintain it as required by existing Section 3203, IIPP requirements as contained in the General Industry Safety Orders.

The proposed revisions will clarify to the employer what specific training elements must be addressed in flagger training. The proposed action may require some employers to revise their existing flagger training program to include or emphasize the specific proposed elements. The employer may also need to assure that his/her Section 3203, IIPP program encompasses the specific flagger training program elements via documentation/records.
