Employer’s trucks were equipped with coil spring brakes that automatically set when the trailer is disconnected from the tractor. Employer chocked one wheel to hold the trailer against the dock as fork-lifts loaded or unloaded the trailer. The Division cited a general violation of section 3664(a)(22) [securely blocked or restrained and the brakes set]. Held: no violation. Decided in Yellow Freight 94-2565 that functioning spring brakes securely restrain trailer.
