Summary of Tutor-Saliba-Perini - DAR

Employer was building an underground L.A. Metro rail station that was eventually 70' deep. It welded a prefabricated stairtower to steel at the top of the excavation and added units at the bottom as the excavation got deeper. Employer violated section 1637(n)(2)(B) which requires prefabricated stairs to be supported from below. If that was impracticable, seeking a variance from Standards Board was the appropriate remedy.
