Lack of knowledge of the appeal procedure does not excuse a late filing. The citations were issued September 1, 2000. Employer notified the Board of its intent to appeal on July 7, 2001. The Board's September 11, 2001 letter to Employer acknowledging receipt of Employer's notification of intent and advising Employer to complete and return the appeal forms to "perfect the appeal" did not constitute a timely appeal, timeliness still had to be determined when the forms were returned.
