Employer contends that when served with the citations it called the Division’s District Office, and "made an appointment to appeal", but the Division representative wasn't available when Employer showed up for the appointment. One and a half years later Employer moved for leave to file a late appeal. That motion was denied because the citations informed Employer that it had to notify the Board within 15 working days of service if it wished to appeal. Employer didn't pursue its appeal in reasonable manner.
