Employer's appeal was filed 84 days late. Employer raised issues concerning the ill health of the plant manager and the president and the fact that the citations were served at a plant in Red Bluff, not the Fontana headquarters. The Board denied the late appeal request. The certified mail service was OK; time sufficient, internal problems are not good cause for filing an appeal late.
