One of a few 20 foot long, 480 pound T-beams fell off of a forklift. The Division cited Employer under section 3650(m), which requires loads of excessive length to be balanced, braced and secured to prevent tipping and falling. The ALJs dismissal of the citation was affirmed. The Division failed to produce evidence of some standard or norm against which alleged excessiveness can be measured and failed to demonstrate why the T-beam load was excessively long when measured against such a standard.
