Employer had the burden of proving that an air force base place of work was excepted from Cal/OSHA jurisdiction by Fed/OSHA. Employer failed to show that Fed/OSHA had been delegated the jurisdiction there and was actively exercising it. The Board held that the Division had jurisdiction. An employee, working on a de-energized switch in a live electrical box was injured in a fire and explosion when a screwdriver slipped and hit the energized part on the other side of the panel. The employee was not wearing protective equipment. The Division alleged a violation of section 2320.2(a). The Board upheld the citation. The employee was working on an energized electrical system without protective equipment and a serious violation was found to exist.
