DWC announces the appointment of Keven Star to the position
of court administrator
Gov. Arnold Schwarzenegger today announced the appointment of
Keven Star, 43, of Elk Grove, to the position of court administrator for the
Division of Workers' Compensation.
The court administrator is the administrator of the workers
compensation adjudicatory process at the trial level and will:

Supervise workers compensation administrative
law judges, manage district office matters at the trial level and assure
all judges are qualified and adhere to deadlines

Make recommendations to the administrative
director regarding the appointment of judges
-
Further the interests of uniformity and
expedition of proceedings before judges and adopt reasonable, proper and
uniform rules for district office procedure related to trial level proceedings
of the Workers Compensation Appeals Board

Establish a priority calendar for cases
in which the employee is represented by an attorney and the issues in dispute
are employment or injury arising out of employment, or in the course of
employment
-
Report to the Legislature and the governor
quarterly concerning the frequency and type of issues not heard and decided
within time mandates

Make recommendations to the administrative
director regarding the adoption of regulations required to ensure all judges
subscribe to the Code of Judicial Ethics
-
Consider the approval of requests for honoraria
or travel submitted by judges
-
Charge and collect fees for copies of appropriate
papers and records, and for the filing of appropriate lien claims
-
Do all things necessary or convenient in
the exercise of any power or jurisdiction conferred under the Labor Code.
Since 2001 Star has served as deputy district attorney with
the Sacramento District Attorney's Office where he worked directly with workers'
compensation litigation and insurance fraud. Previously he was deputy district
attorney for the Santa Clara County District Attorney's Office and senior
trial counsel in the Judge Advocate General's Corps of the United States Army.
Star's experience also includes two years as an adjunct professor at Central
Texas College's extension campus in Ansbach, Germany.
This position requires Senate confirmation and the compensation
is $114,192. Star is a Democrat.
