Use of Mandatory Transition to Release 2 Delayed

The California Division of Workers' Compensation (DWC) has previously announced its intention to delay the date by which all claims administrators must submit data using the IAIABC "Release 2" transaction standards for First and Subsequent Reports until July 1, 2001. (See WCIS e.News #5, August 2000.) This delay will be accomplished by a rulemaking package that is due to be released shortly.

DWC now plans to further delay the mandatory transition to Release 2, because of concerns at the national level that the Release 2 transaction standards should be modified before they are widely adopted. This additional delay is intended to provide time for the IAIABC to address and resolve these concerns in an orderly way, and to help introduce Release 2 as efficiently as possible.

The rulemaking package will propose a new date of March 1, 2002, by which all California claims administrators must implement Release 2. During this period, DWC will closely monitor the IAIABC standards development process and will provide clear guidance regarding precisely which version(s) of the Release 2 standards are to be used. Giving clear guidance is not possible at this time, since it is not yet known what changes the IAIABC will adopt, nor their effective dates. Claims administrators might be interested in the recently passed California Senate Bill 1785, which allows DWC to collect data using EDI transaction standards other than the IAIABC standards. This authority could become useful if IAIABC is unable to maintain its EDI standards effectively. (For the text of the bill, see the California Senate Web site at: http://www.senate.ca.gov.)

Even though the mandatory transition to Release 2 is delayed, DWC is enhancing its WCIS computer systems to support the current version of IAIABC Release 2, for those claims administrators who wish to use Release 2 on an optional basis. Release 2 software enhancements have been installed on the WCIS test environment where they are being thoroughly tested before being put into production. Any claims administrator wishing to use Release 2 to meet their WCIS reporting requirements can be assured that Release 2 support will be available by November 30, 2000. Details of using IAIABC Release 2 at this time will be the subject of the next WCIS e.News. WCIS e.News will also be used to announce the availability of Release 2 support, as soon as our internal testing is completed.
