Competent Person
A competent person is defined in 1504(a)
as one who is capable of identifying existing and predictable
hazards in the surroundings or working conditions that are
unsanitary or dangerous to employees. The competent person
has authority to impose prompt corrective measures to eliminate
these hazards.
Some SOs identify specific requirements for the competent
person’s training, knowledge, abilities, and duties.
Following is a list of SOs that require the use of a competent
person: (1) asbestos 1529(o);
(2) excavation 1541,
1541.1;
(3) cadmium 1532(b);
(4) fall protection 1670,
1671.2;
(5) bolting and riveting 1716;
and (6) lift-slab construction operations 1722.1(i)
