I. CSHIP GOALS
The Construction Safety and Health Inspection Project (CSHIP) is Performance Goal 1.2 in the Cal/OSHA 2001 Annual Performance Plan. Under Goal 1.2, the Cal/OSHA Enforcement Unit will increase inspection activities in Construction by 5% over the 1999 performance level, will reduce fatal construction injuries by 5% (as measured by the 1999 Census of Fatal Occupational Injuries and Illnesses) from 93 in 1999 to 88, or an equivalent number taking into consideration the relative employment in Construction, and will reduce nonfatal construction injuries by 5% (as measured by the total lost workday incidence rate in the 1998 Survey of Nonfatal Occupational Injuries and Illnesses) from 5.2 in 1998 to 5.0.
II. CSHIP SCOPE

CSHIP inspection activities will include all enforcement activities, including letter responses, on-site inspections (both unprogrammed [accident and complaint] and programmed [district, regional, multi-regional, inter-divisional and multi-governmental agency sweeps]), at establishments within CSHIP SIC Codes.
III. CSHIP OPERATIONS
A. Region Manager -- Each Regional Manager (I through VI) is responsible for designating a CSHIP Regional Team Leader to ensure that the CSHIP Performance Goals are met in that Region.
B. Regional CSHIP Team Leader -- The Regional CSHIP Team Leader will interface with the CSHIP Enforcement Coordinator when inter-Divisional (TIPP) or multi-governmental agency sweeps are planned, direct that Region's enforcement personnel during any inter-Divisional (TIPP) or multi-governmental agency sweep. The Regional CSHIP Team Leader, at the direction of their Regional Manager, will be responsible for interfacing with the Region's District Offices to initiate regional or district CSHIP inspections. CSHIP Regional Team Leaders will assist the CSHIP Enforcement Coordinator and the Deputy Chief in the planning and execution of inter-Divisional (TIPP) and other multi-governmental agency sweeps.
C. CSHIP Enforcement Coordinator -- The CSHIP Enforcement Coordinator is responsible for coordinating all inter-Divisional or multi-governmental agency CSHIP activities and is the primary contact with other agency personnel pertaining to dates, locations and numbers of teams that need to be fielded for a particular inter-Divisional (TIPP) or multi-governmental agency CSHIP sweep. The CSHIP Enforcement Coordinator will interface with the Regional CSHIP Team Leaders relative to obtaining personnel to represent the Division on inspection teams. Where a particular Region is unable to fully support the number of inspection teams required by the CSHIP Enforcement Coordinator because of other priority accident or complaint inspections, the CSHIP Enforcement Coordinator will contact other Region CSHIP Team Leaders for assistance.
D. Deputy Chief for Cal/OSHA Enforcement -- The Deputy Chief for Field Operations serves as the CSHIP Manager and is responsible for monthly monitoring CSHIP activity data and reporting to the Chief, Federal OSHA and the public about CSHIP activity and outcome data.
IV. CSHIP TRAINING
The Professional Development and Training Unit will develop, together with the Deputy Chief, the CSHIP Enforcement Coordinator and the Regional CSHIP Team Leaders, technical, and labor-management outreach, courses for enforcement engineers and industrial hygienists involved with the CSHIP.
V. CSHIP OUTREACH
A. Targeting
For the purpose of targeting inspection resources, the CSHIP Enforcement Coordinator and the Regional CSHIP Team Leaders shall utilize information from any source familiar with the location where construction activities are occurring.
B. Education
All District Offices will ensure that they have an adequate supply of the revised "Guide for the Construction Industry," will make this Guide available during all CSHIP inspections/sweeps, and will encourage employers to utilize the resources of the Cal/OSHA Consultation Service. Requests for CSHIP presentations shall be referred to CSHIP Consultation Coordinator, Michael Alvarez, at (916) 574-2528.
C. Evidence Referrals
When credible evidence of a serious violation relating to CSHIP hazards, such as (1) fall protection; (2) electrical hazards; (3) machinery or vehicle hazards; (4) trenching and shoring hazards; and (5) repetitive violations of construction standards, is presented to a district office, the evidence shall be evaluated to determine its evidentiary sufficiency as a foundation for citation when the district is unable to conduct an on-site inspection to directly observe the violative conditions. Referred evidence shall be evaluated together with any supplemental evidence collected by the district during an on-site inspection of, or contact with, the employer, in order to determine the sufficiency of the evidence as a whole.
VI. CSHIP CASE TRACKING AND REPORTING
A. IMIS Coding
All CSHIP enforcement activities shall be IMIS-coded as SP-CSHIP.
B. Aggregate Case Reporting
All aggregate reports of CSHIP inspections shall include, at a minimum: (a) total inspections conducted; (b) violations cited by Title 8 section and by classification; (c) violation per inspection ratio; (d) percentage violations classified as regulatory, general, serious, willful and repeat; and (e) proposed further investigation, or issuance, of any multi-employer worksite violations.
C. Regional and District CSHIP Enforcement Activities
IMIS Micro-to-Host Reports for CSHIP activities will be run at least monthly by the Regional IMIS Coordinators and sent to the CSHIP Enforcement Coordinator and Deputy Chief for review and tracking purposes. Each District Manager will ensure the CSHIP activities for their office are entered correctly into IMIS. To ensure progress toward meeting the inspection goal for the Region, the Regional Manager and Regional CSHIP Team Leader will review the monthly regional CSHIP Inspection Activity Reports run by the Regional IMIS Coordinator.
D. Inter-Divisional (TIPP) and Multi-Governmental Agency Enforcement Activities
For all inter-Divisional (TIPP), or multi-governmental agency sweeps, preliminary performance information shall be sent to the CSHIP Enforcement Coordinator by the Regional CSHIP Team Leader within 24 hours following completion of inspection activities, and complete information shall be sent within two weeks following the completion of inspection activities.
