RE: Modifications in Proposed Apprenticeship Regulations
Dear Interested Party:
The California Apprenticeship Council (CAC) proposed changes to Regulations 201, 205, 208, 212, 212.01, 212.2, 212.3, 212.4, 228, 229, 230, 230.1, 230.2, 231 and 234.2 California Code of Regulations, Title 8, Chapter 2, Part 1 and proposed adoption of Regulations 206, 207, 212.05. Written public comments were accepted by the Council from July 7, 2000, through August 21, 2000, on these proposed changes and the adoption of these new regulations. Public hearings on the proposed rulemaking were held on July 26, 2000 in San Diego, and on August 21, 2000, in San Francisco. Oral comments and further written comments were received during those public hearings. Modifications were made January 25, 2001 and comments on those modifications were accepted by the Council from February 13, 2001 through March 1, 2001.
At its meeting on March 15, 2001, the Council reviewed and considered the written comments received. The Council adopted the regulations 206, 212.01, 212.4 and 230.1 as modified, and proposed additional modifications to regulations 208 and 212. From March 30, 2001 to April 13, 2001, the Council received additional comments on the regulations as adopted March 15, 2001. On April 26, 2001, the Council reviewed and considered the written comments received and adopted the regulations as modified.
The regulations as modified and adopted by the Council were sent to the Office of Administrative Law (OAL) for review and comment. On July 26, 2001, the Council received comments from the Office of Administrative Law (OAL) and proposed additional modifications and authorized staff to make additional changes consistent with the advice and comments received from the Office of Administrative Law (OAL). In addition, based on comments from OAL, staff determined that the General Prevailing Wage Determinations and Apprentice Schedules #2001-1 and #2001-2 issued by the Director of the Department of Industrial Relations and referenced by the Council in this rule-making process should be made a part of the record and be available for review.
Enclosed are the modified regulations and updated Final Statement of Reasons and updated Informative Digest.

Government Code Section 11346.8(c) provides for an additional written comment period of 15 calendar days regarding the modifications to the proposed regulations and material added to the record.
The Council will accept written comments on the modifications and material added to the record received commencing at 9:00 a.m. October 4th up to 5:00 p.m., Thursday, October 18th, 2001.
