CHSWC Releases for Feedback the Working Paper, “Inspection Targeting Issues for the California Department of Industrial Relations Division of Occupational Safety and Health”


OAKLAND -- The Commission on Health and Safety and Workers' Compensation (CHSWC) has released on its website for public comment the working paper, “Inspection Targeting Issues for the California Department of Industrial Relations Division of Occupational Safety and Health.” The Division of Occupational Safety and Health (DOSH), commonly referred to as Cal/OSHA, is responsible for ensuring that worksites are compliant with workplace health and safety standards; its inspectors have the authority to investigate worksites and issue citations and orders if necessary.  

RAND researchers utilized administrative data from Cal/OSHA and focused on programmed, complaint and accident investigations. They analyzed inspection rates and how inspections were allocated in order to better understand the enforcement program.

CHSWC, created by the workers' compensation reform legislation of 1993, is charged with examining the health and safety and workers' compensation systems in California and recommending administrative or legislative modifications to improve their operation.  CHSWC was established to conduct a continuing examination of the workers' compensation system and of the state's activities to prevent industrial injuries and occupational diseases and to examine those programs in other states.
