New Commissioner Appointed to CHSWC

OAKLAND -- The Commission on Health and Safety and Workers' Compensation (CHSWC) announces that Faith D. Culbreath has been appointed to the Commission by Speaker of the Assembly Karen Bass. Her appointment is effective September 10, 2009.

Faith D. Culbreath has been President of Security Officers United in Los Angeles (SOULA), Local 2006, of the Service Employees International Union (SEIU) since 2007. In April 2009, Faith was asked by the Trustees of SEIU United Healthcare Workers West (UHW), a 150,000-member statewide local union, to head up its External Affairs Department which includes building and promoting the Local’s Political Power and Community Strength program.

Previously in 2000, Ms. Culbreath worked for SEIU in Washington, D.C., as an Administrative Assistant for Stephen Lerner, director of the Property Services Division and architect of the “Justice for Janitors” Movement. By 2001, Faith was a Field Campaign Coordinator for the Property Services Division and worked on various national and global campaigns.  She also played a key role during the  2002 “Justice for Janitors” contract strike in Boston, where she coordinated all logistics for 5,000 workers. She later was prominent in the development of the new SEIU Property and Service Local 3 in Ohio, Michigan, Pennsylvania and Indiana. She served dual roles as Secretary-Treasurer as well as Detroit City Director of SEIU Local 3.

CHSWC is charged with examining the health and safety and workers' compensation systems in California and recommending administrative or legislative modifications to improve their operation. CHSWC was established to conduct a continuing examination of the workers' compensation system and of the state's activities to prevent industrial injuries and occupational diseases and to examine those programs in other states.
