SAN FRANCISCO -- The Commission on Health and Safety and Workers' Compensation (CHSWC) is pleased to announce the appointment of two new members and the reappointments of another. These appointments were made in December 1998 by then-governor Pete Wilson to become effective January 1, 1999.
Jill A. Dulich of Marriott International, Inc. will represent employers and John C. Wilson of the Schools Excess Liability Fund will represent public-sector employers. Commissioner Leonard C. McLeod of the California Correctional Peace Officer Association represents labor.
Jill A. Dulich, JD is Regional Director responsible for management of workers' compensation and general liability for Marriott International, Inc. operations with several organizations, including the California Self-Insurers Association, the Alliance of Worers' Comp Professionals, the Californians for Compensation Reform, the Self-Insurers Security Fund, and the Easter Seals Society of Southern California.
John C. Wilson is the Executive Director of the Schools Excess Liability Fund (SELF) headquartered in Sacramento. SELF, a statewide Joint Powers Authority, provides excess liability and excess workers' compensation coverage to over 1,100 California educational agencies. Mr. Wilson has held positions with several organizations, including the California Chamber of Commerce, Californians for Compensation Reform, California Association of Joint Powers Authorities, California Self-Insurers Security Fund, California Institute for Public Risk Analysis, Northern California Council of Self-Insurers, and a gubernatorial appointment to the Fraud Assessment Commission.
Leonard C. McLeod is a sergeant at the California Correctional Training Facility at Soledad and has worked for the Department of Corrections since 1981. He also serves as Early Intervention State Coordinator/State Finance Chairman with the California Correctional Peace Officers Association. Mr. McLeod was a member of the Governor's Task Force on Workers' Compensation in 1993, belongs to the Correctional Peace Officer Foundation, and is a member of the governing board of the Workers' Compensation Insurance Rating Bureau. Commissioner McLeod has been a member of CHSWC since its inception in 1994.
The Commission, created by the workers' compensation reform legislation of 1993, is charged with overseeing the health and safety and workers' compensation systems in California and recommending administrative or legislative modifications to improve their operation. The Commission was established to conduct a continuing examination of the workers' compensation system and of the state's activities to prevent industrial injuries and occupational diseases and to examine those programs in other states.
