COMMISSION ON HEALTH AND SAFETY AND WORKERS’ COMPENSATION

GRANT PROGRAM UPDATE/PRODUCT AVAILABILITY

JANUARY 1999

 

Following is an updated status report on the 1991, 1992, and 1993 grant projects which were approved by the former Health and Safety Commission and the 1994 grant projects which were approved by the current Commission on Health and Safety and Workers’ Compensation. Listed videos and training materials are currently available for loan upon request. Those interested in borrowing materials should contact the Cal/OSHA Training and Education Unit at (916) 574-2528. Borrowers are permitted to reproduce the materials (including videos that were not purchased commercially).

 


1991 Projects

 

CENTRAL LABOR COUNCIL OF SANTA CLARA AND SAN BENITO COUNTIES

 

Scope: To provide bilingual health and safety training to hospital housekeepers, laborers, janitors, grocery workers and hotel and restaurant employees.

 

Product: Training materials manual (for workers for whom English is a second language). Contains easily-understood English/Spanish fact sheets/pamphlets on back safety, chemical awareness, bloodborne pathogens, cumulative trauma disorders, workplace stress and risk mapping.

 

ATASCADERO STATE HOSPITAL

 

Scope: To develop an ongoing mechanism of assault investigation with a built-in system of corrective action leading to an effective assault prevention program. To adapt guidelines for management of hazardous materials, accident investigation protocols and codes of safe practices, used in other industrial settings, to create an effective mechanism to identify the habitual violent offenders and to analyze and prevent assault.

 

Product: Publications entitled "Violence Toward Health Care Workers" and "Inpatient Aggression and Weapon Use in a Forensic Hospital." Hospital-wide presentations reporting results of project studies are available on videotape from Atascadero State Hospital.

 

 

CITY OF HEMET

 

Scope: To train four employees to become American Back School certified back instructors and to have these instructors train all city employees on back safety and health.

 

Product: Detailed statistical report outlining the successes of the program. Most notable, there was a 58% overall reduction in reported back injuries in 1992, with the greatest improvement coming from the Fire Department with a reduction from 8 injuries in 1991 to 1 injury in 1992. Most of the back injuries in the Fire Department are a result of lifting. City-wide, there was a 62% reduction "Loss of Time" from work as a result of back injuries.

 

HILLHAVEN CORPORATION

 

Scope: To develop a training video on Hazcom and Bloodborne pathogens (aimed at workers in nursing homes).

 

Product: Video as described above.

 

NATIONAL STEEL AND SHIPBUILDING COMPANY

 

Scope: To develop video segments on (1) personal protective equipment, (2) materials in motion: rigging equipment, )3) confined spaces, (4) sights and sounds of the shipyard, (5) labor/management cooperation and (6) working at elevations.

 

Product: Video as described above.

 

INTERNATIONAL WOODWORKERS OF AMERICA

 

Scope: To develop and publish curricula and written materials, disseminate information through newsletters and other publications and deliver training.

 

Product: Two publications: "Workers’ Guide to Hazard Communication and the Right to Know" and "A California Woodworker’s Guide to Workplace Safety and Health."

 

SERVICE EMPLOYEES INTERNATIONAL UNION

 

Scope: To conduct bilingual training for custodians on exposure to asbestos-containing building materials, exposure to hazardous chemicals, equipment and job tasks poorly designed from an ergonomic standpoint; and exposure to bloodborne pathogens.

 

Product: Bilingual training materials on the subjects described above.

 

 

ASSOCIATED GENERAL CONTRACTORS/STATE BUILDING AND CONSTRUCTION TRADES COUNCIL

 

Scope: To develop employer/employee guides to 8CCR 3202/1509; develop train-the-trainer seminars and prepare toolbox/tailgate information sheets for forepersons and employees.

 

Product: Safety Walkaround Checklists and Training Sheets are available on the following topics: asbestos-containing materials, backs and lifting, concrete, guardrails and other fall protection, housekeeping, ladders, lead, noise, paints and solvents, respiratory protection, scaffolds, trenches and excavations, tying off and safety nets, vehicle safety.

 

El CAMINO HOSPITAL

 

Scope: To develop an educational program to train supervisors and employees in work practices and other strategies to decrease repetitive stress injuries.

 

Product: A train-the-trainer manual and a self-paced module on fitness at the keyboard.

 

CITY OF SACRAMENTO PARKING ADMINISTRATION

 

Scope: To determine whether a tool change or a physical activity method change is required for marking tires of parked cars so as to reduce the incidence of RSIs; to evaluate alternatives such as new operational procedures, options other than physically marking vehicles or developing an alternative to the tool currently in use.

 

Product: A report entitled, "Alternatives to Marking Parked Vehicles; The Prevention of Repetitive Strain Injuries Among Parking Enforcement Officers," and a 7-minute video of preventative stretching exercises designed for parking enforcement officers.

 

COMMUNITY HOSPITAL, COUNTY OF SONOMA

 

Scope: To develop ongoing programs in Body Mechanics and Back Safety and Ergonomics in Video Display Terminals. Training will be provided to all employees in selected departments and employees selected by the Department Managers will be trained to train other employees.

 

Product: No "product" developed as a result of project. Training only.

 

 

 

1992 Projects

 

PACIFIC GAS AND ELECTRIC COMPANY

 

Scope: To produce several video training modules to be used as part of applicant’s 4-hour Engineering and Construction (ENCON) Business Unit new hire orientation.

 

Product: Three videos along with instruction manuals. Topics include: "New Employees IIPP Orientation," "Supervisor’s Version IIPP Orientation," and "All Employees IIPP Orientation."

 

INTERNATIONAL WOODWORKERS OF AMERICA

 

Scope: To develop and distribute a training program for a limited literacy audience on lockout/tagout.

 

Product: Training manual on lockout/tagout in the wood products industry.

 

BAKERSFIELD COLLEGE

 

Scope: To utilize job hazard analysis to identify and control hazards causing accidents; to develop specific preventative measures to lessen or eliminate potential for injury and to provide training to employees designed to inform of potential hazards and what to do to prevent injuries.

 

Product: Job hazard analyses and slides of safe practices for the classifications of Automotive Technician, Groundsworker, Custodian, Skilled Craftsworker, Electrician, Shipping & Receiving, and Painter.

 

TEAMSTERS LOCAL 952/FOOD-4-LESS SUPERMARKETS

 

Scope: To conduct an injury/illness analysis to determine the exact needs of the target groups (warehouse workers) and specialized training for officers and staff of the local unions which service the target members; to conduct presentations and seminars designed to focus on issues relevant to health and safety awareness, both general and specific to the work environment and introduce components to an Early Intervention Program; to focus on warehouse workers’ back injuries and cumulative trauma disorders.

ASSOCIATED GENERAL CONTRACTORS/STATE BUILDING AND CONSTRUCTION TRADES COUNCIL

 

Scope: To develop a minimum of 20 tailgate topics related to the most frequently cited hazard areas; to perform two "train-the-trainer" sessions supporting these tailgate topics; develop a model tailgate training schedule driven by worksite schedules used in planning construction activities and provide outreach to construction companies.

MARIN WATER DISTRICT

 

Scope: To establish and present a supervisor’s safety development course; to train Peer Safety Group Committee members and to present an office safety course to all water district employees.

 

Product: No "product" developed as a result of project. Training was conducted by an independent consulting firm and materials were purchased from the National Safety Council.

 

CHRISTIAN GLASS COMPANY

 

Scope: To develop a comprehensive course curriculum directed at specific and unique hazards associated with glazing and recommended safe work practices to avoid injury; to produce a video to enhance the course training; to conduct a series of seminars.

 

Status: In progress. Product not yet available.

 

GOODWILL INDUSTRIES OF SOUTHERN CALIFORNIA

 

Scope: To implement an audio-visual safety and health education program aimed at proper lifting, first aid, proper workplace housekeeping, hazardous substances handling, emergency evacuation preparedness and fire protection.

 

Product: No "product" developed as a result of this project. Videos on the subjects described above were purchased and are shown periodically.

 

BERKELEY UNIFIED SCHOOL DISTRICT/CITY OF BERKELEY

 

Scope: To implement a safety training program directed at reducing the incidence of carpal tunnel syndrome (CTS) which includes curriculum development, job site inspections, training with videotapes, dissemination of existing information on CTS and a train-the-trainers guide to be distributed to all groups involved in the project.

 

Product: Training guide which includes 2 commercially-produced videos (Arranging Your Workstation to Fit You and Exercises at Your Workstation); fact sheets on the following topics: personal workstation checklist, VDT workplace, Musculoskeletal problems and ergonomics, visual problems, reproductive hazards and VDTs, and VDTs and job stress.

 

CITY OF SAN CLEMENTE

 

Scope: To provide train-the-trainer instruction in areas of back injury prevention, general safety and stress reduction; to place special emphasis on the most hazardous occupations, i.e., highways and street construction, sanitary services, recreation services, public order and safety.

 

Product: 3 videos on the following topics: (1) General Safety (2) Stress and (3) The Back. Each video is approximately 50 minutes in length and represents a taped version of training sessions conducted for city employees.

 

 

U.C. DAVIS (Environmental Health and Safety)

 

Scope: To produce a broadcast quality back injury prevention videotape program which will include principles of back injury prevention related to job-specific tasks for firefighters.

 

Product: "Protecting Your Back" video described above.

 

MARINA HEATING AND AIR CONDITIONING

 

Scope: To develop materials and secure necessary equipment to train individuals on recapturing and recycling hazardous materials; to develop a mailer to educate contractors regarding liability for proper recovery of CFC’s and HCFC’s; to train and certify contractors, supervisors, journeymen on proper recovery of these hazardous substances.

 

Product: A 25-minute video entitled, "Responsible Recovery of Refrigerants" and a "Refrigerant Recovery Safety Program" handbook.

 

ASSOCIATED ROOFING CONTRACTORS

 

Scope: To conduct analyses of various types of work to determine the correlation between repetitive motion and injuries and to devise prescriptive exercises. To produce videos in English and Spanish as well as bilingual written materials outlining exercise prescriptions.

CENTRAL LABOR COUNCIL OF SANTA CLARA AND SAN BENITO COUNTIES

 

Scope: To conduct worksite-based bilingual training and peer training in areas of janitorial service, health care, construction, transportation and hotel janitorial and housekeeping.

 

Product: Bilingual pamphlets on Carpal Tunnel Syndrome, AIDS/Hepatitis, Back Safety and Chemical Awareness. Bilingual training manuals on chemical awareness and back safety.

 

CITY OF HUNTINGTON BEACH

 

Scope: To train 20 key administrators, managers, crew leaders and lead workers in the techniques of injury/illness control through train-the-trainer instruction in order to promote safety concepts among all employees.

 

Product: Manual entitled "An introduction to Modern Safety Management."

 

SAN FRANCISCO FIRE DEPARTMENT

 

Scope: To establish a heat stress prevention project to educate firefighters regarding activities which lead to dehydration and methods to prevent this condition form occurring. To develop a train-the-trainer program and a training video that will emphasize early recognition of heat-related disorders and strategies to address them.

 

Product: Train-the-trainer program manual and video on heat stress prevention.

 

CALIFORNIA LABOR FEDERATION (Southern California)

 

Scope: To create a team of 4 safety and health trainers from Central Labor Councils and Building Trades Councils in Southern California to train participants on effective IIPPs, working safely with toxic chemicals, preventing cumulative trauma disorders and construction hazards.

 

Product: "Safety Net" Training Program manual covering the topics described above.

 

U.C. DAVIS (Fire Department)

 

Scope: To update and validate the preplacement medial and physical abilities testing program; to develop and implement a hazardous materials assessment medical monitoring program; to develop and implement a physical fitness program specifically designed for firefighters to maintain a fitness level to prevent injuries/illnesses.

 

Product: A booklet entitled, "Fit for Duty: A Manual for the Development and Implementation of Duty-Related Fitness Programs for Fire and Hazmat Personnel"

 

MOTIVE INDUSTRIES

 

Scope: To develop a training curriculum for auto dismantlers including a train-the-trainer approach; to develop audio-visual materials on proper lifting, forklift operation and other vehicles, exposure to toxic substances, to develop workbooks.

 

Product: Dismantlers’ Safety Handbook (training manual) which includes a trainer’s guide and an employer’s supplement .

 

SOUTHERN CALIFORNIA RAPID TRANSIT DISTRICT

 

Scope: To develop a back injury video and training program specifically designed for bus operators, mechanics and service attendants with emphasis on safe postures, adjustment of driver’ seats to various body dimensions and other parameters for bus operators. Proper lifting techniques will be emphasized for mechanics and service attendants.

 

Product: Video and training manuals for a Back Injury Prevention Training Program specifically designed for bus operators, mechanics, and service attendants.

 

TRI-VALLEY GROWERS

 

Scope: To identify and evaluate the high risk job tasks in TVG’s operations involving repetitive body motions and heavy manual material handling tasks and to develop recommended engineering, administrative and/or training measures to eliminate or control them. To produce a video addressing these ergonomics issues.

 

Product: English and Spanish videos described above. Activity report contains a detailed account of findings and recommendations.

 

 

SAN MATEO-FOSTER CITY SCHOOL DISTRICT

 

Scope: To implement a focused campaign on improving safety, employee awareness and practices and education of the "workers of tomorrow"; to develop and produce a monthly publication, videos, education, training and recognition materials; to disseminate to other school districts an on-line "Safety Net" information bulletin board and project materials.

 

Product: Introductory videos which are to be used in conjunction with specific commercial videos. Subjects include (1) electrical safety (2) clericals (3) hazard communication (4) SB 198. Sample newsletters are also available.

 

SOUTHERN CALIFORNIA DISTRICT COUNCIL OF LABORERS

 

Scope: To produce a comprehensive portable package of instructional materials for entry-level and continuing remedial education of highway construction employees which will include reproduction of a written manual with two 5-minute videos illustrative of the key aspects of safe highway work practices. To reproduce 1500 packages for distribution to appropriate employers (free of charge).

 

Product: Package entitled "Workers’ on Roadways Open to Motorists" which includes training materials and videos.

 

GRAPHIC COMMUNICATIONS INTERNATIONAL UNION

 

Scope: To develop technical manuals aimed at printing industry-specific hazards associated with chemical exposures and a guide to ventilation systems. To conduct three one-day seminars covering chemical hazards, noise hazards, workers’ compensation, safety and health committees and repetitive motion.

 

Product: Training manuals described above.

 

OPERATING AND MAINTENANCE ENGINEERS APPRENTICESHIP AND TRAINING TRUST

 

Scope: To offer a series of training seminars and workshops aimed at lockout/tagout, hazardous materials handling, asbestos exposure, abatement work practices, medical surveillance rights, environmental and occupational laws, chemical health hazards, air contaminants and electrical hazards.

 

Product: Instructors manuals and accompanying videos. Training modules include: (1) Safety Laws and How They Affect You, (2) Understanding Hazardous Communication Standards and How They Affect You, (3) Injury and Illness Prevention: How to Prevent Worksite Accidents, (4) Asbestos in the Workplace, (5) Infectious Diseases and (6) Disconnecting, Locking and Tagging-Out.

 

LOS ANGELES COUNTY FEDERATION OF LABOR

 

Scope: To examine the health effects of stress and educate workers on how to identify, recognize and respond to stress; how to handle stressful situations when interfacing with others and to provide workers with special training skills to handle safety hazards related to cumulative trauma disorders.

 

Product: Detailed report on findings and training module.

 

 

CALIFORNIA PROFESSIONAL FIREFIGHTERS

 

Scope: To utilize a worker-based epidemiology project to promote improved health and safety by developing labor/management teams to analyze data gathered by the Personal Exposure Record System and use these analyses to design new ways to reduce exposure to toxic substances and infectious agents.

 

Product: Manual entitled "Injury & Illness Prevention Through Personal Exposure Reporting" and accompanying video.

 

INTERNATIONAL UNION OF ELECTRONIC, ELECTRICAL, SALARIED, MACHINE AND FURNITURE WORKERS, AFL-CIO

 

Scope: To develop an English and Spanish version of a union health and safety action manual; conduct training for 60 union officers and/or health and safety committee persons and hire a bilingual part-time coordinator to work with local unions in addressing ongoing problems.

 

Product: Manual entitled "Health and Safety - A Manual for Action" in both English and Spanish.

 

 

1993 Projects

 

LOS ANGELES COUNTY DEPARTMENT OF CORONER

 

Scope: To develop a video training tape on how to minimize the risks of occupational safety and health problems associated with the performance of a forensic autopsy and purchase noise-free pneumatic, reciprocating saws to eliminate airborne pathogens. Video will cover (1) proper use of disposable wearing apparel (2) proper identification, labeling, confinement, handling and communicating to others the potential hazards that exist when known or suspected communicable disease autopsies are performed and specimens are collected for analysis and (3) proper use of new autopsy saws.

 

Product: "Forensic Autopsy Safety Precautions" training video.

 

LOS ANGELES NATIONAL ELECTRICAL CONTRACTORS ASSOCIATION

 

Scope: To develop a comprehensive training program for all newly indentured apprentices covering initial electrical awareness, eye protection, safe lifting procedures, Hazcom, housekeeping, head protection, hand-tool safety, ladder and scaffold safety, substance abuse education and others.

 

Product: Training manual and video entitled "Industry Awareness".

 

COMMERCIAL LUMBER AND PALLET COMPANY, INC.

 

Scope: To develop an Employee/Management Safety Committee; conduct a job hazard analysis survey and job hazard worksheets; update and translate safety training documents into Spanish; develop training videos in Spanish and English and implement enhanced training based on the bilingual training documents, supported by the bilingual videos.

 

Status: In progress. Product not yet available.

 

CALIFORNIA LABOR FEDERATION

 

Scope: To create a team of ten county level trainers from the ten counties with the highest number of non-fatal disabling workplace injuries and four Spanish language trainers. These trainers, with the assistance of the project coordinator, will provide classes to specifically raise the competency of participating workers in hazard identification, reporting and recording with an effort to increase knowledge of construction hazards, toxic substances and ergonomics.

 

Product: Training pamphlets as described above.

 

SAFEWAY, INC.

 

Scope: To create a safety training video directed at injury and illness prevention for butchers and meat cutters in retail trade establishments. Among other things, the video will cover heavy lifting, use of knives, machinery cleaning and adjustment, repetitive motion leading to wrist stress, bending and reaching, prolonged standing and work in a low-temperature environment. 2000 copies of the video will be duplicated and distributed to any requesting entity free of charge.

HILLVIEW ACRES CHILDREN’S HOME

 

Scope. To develop a series of teaching videos, educational materials and workbooks that present different topics associated with different dysfunctional behaviors as a means of educating and training social service employees who frequently face physical assault and other injuries by foster care children with dysfunctional backgrounds. Project will focus on such topics as: understanding the reasons behind the child’s placement and reestablishing safe relationships; interactive play; understanding indirect behaviors; distance maintenance through anti-social behavior; interpretation of behavior and continuum of behavior.

 

Product: Video entitled "Child Care Worker Training" and workbook entitled "Relationship Impact Model".

 

UNIVERSITY OF CALIFORNIA DAVIS MEDICAL CENTER

 

Scope: To produce a broadcast quality videotape program that will present principles and techniques for preventing exposures to bloodborne and airborne pathogens. The video program will provide training for employees who would not ordinarily have had formal training in infectious disease transmission and are not direct healthcare providers, but who nonetheless, are at risk for such exposure. Target groups include employees in such hospital departments as Interpreting Services, Environmental Services, Dietary Services, Central Processing, Distribution, Patient Escort, Plant Operations and Maintenance and Social Services.

 

Product: Video entitled "Infection Control: What You Don't Know Can Hurt You" that provides education for lay hospital employees on the prevention of blood borne and airborne pathogen exposures.

 

INTERNATIONAL LADIES’ GARMENT WORKERS’ UNION

 

Scope: To train ILGWU members and others in the California apparel industry on hazard recognition and control in order to prevent injuries/illnesses. Special focus will be on working with employers and workers to improve conditions through labor-management health and safety committees. Problems to be addressed include repetitive strain injury, fire safety hazards, chemical exposures and stress-related health problems. Training sessions will be presented, as necessary, in English, Spanish and Chinese.

ATASCADERO STATE HOSPITAL

 

Scope: To implement a pilot program of advanced self-protection training for 400 staff who are constantly exposed to the risk of patient assault. Included in the program is a train-the trainer segment where staff will consult and develop a customized course with external self-defense consultants. A research study will be conducted, using a four group experimental design, which tests the effectiveness of the self-protection training program; identification and increased frequency of occurrence of critical safety behaviors; publication of program content, relevant findings and conclusions and outreach and consultation to similar interested facilities.

 

Status: Self-Protection training video and manual for state hospital workers.

 

 

GREATER LOS ANGELES SOLID WASTE MANAGEMENT ASSOCIATION

 

Scope: To initiate an ergonomics study of the high risk tasks identified by a prior analysis and develop progressive learning training materials. The study will use proposed NIOSH recommended guidelines for manual lifting to help in defining the need to restructure high risk tasks and in determining the training required. Simultaneously, a study of the education, literacy and comprehension levels of personnel in the defined high risk tasks will be conducted to provide guidelines for the development of training methods and materials. A core study team will assist in the development of training programs, working with culturally-sensitive training professionals. Training materials will be developed and trainers will be identified and prepared to present and oversee the learning process. Appropriate personnel at each participating company will be trained to effectively use the training materials and communicate the program information.

 

Product: Training materials entitled "Understanding and Presenting Occupational Health and Safety to Employees" and a video entitled "Front Loader and Roll Off Operations".

 

FULLERTON JOINT UNION HIGH SCHOOL DISTRICT

 

Scope: To implement "Project SAFE" (Stress Alleviation for Employees) which will include training to increase employee preparedness to deal with extreme behaviors or the confrontation with a weapon and development of written protocols for staff action in an emergency situation involving potential bodily harm. Training and education activities will include: learning to recognize the signs and symptoms of a potentially dangerous condition ad training in "verbal judo" to diffuse the situation; learning physical defense methods and the concept of "stages of crisis"; learning techniques and specific action steps to take when faced with a dangerous weapon or potentially dangerous situation; and learning methods of dealing with gangs and negative group behaviors.

SOUTH BAY AFL-CIO LABOR COUNCIL

 

Scope: To provide intensive worksite-based bilingual training and peer trainer education for the following targeted workers and to develop and support a program for workplace health and safety committees: pipe trades (plumbers, steamfitters, refrigeration and air condition fitters), butchers, public transit mechanics and drivers, hospital and convalescent home housekeeping work, industrial and janitorial and building maintenance work, retail clerking and clerical workers, hotel housekeeping, food preparation, gardening maintenance and laborers.

 

Product: Bilingual training pamphlets on AIDS & Hepatitis, Carpal Tunnel Syndrome, Back Safety and Chemical Awareness.

 

CALIFORNIA DEPARTMENT OF FORESTRY AND FIRE PROTECTION

 

Scope: To train 80 rural Emergency Medical Services, fire and public safety personnel to identify exposure to blood and other potentially infectious materials and how to manage and prevent exposure. Training will be conducted in conjunction with the American Red Cross/AIDS Education for the Emergency Workers.

 

Product: Resource/trainer manual entitled "Aids education for Emergency Workers".

 

 

1994 Projects

 

LOS ANGELES UNIFIED SCHOOL DISTRICT

 

Scope: To produce an English/Spanish video entitled, "Your Safe School" which will be scripted to serve as a foundation for a re-introduction of the district’s IIPP. It will encourage the district’s 1124 sites to set up their own programs, with an emphasis on theory and long-term planning rather than specific training. The program will ask schools to fill out and send in their IIPP certification statements certifying that the school facility has watched and understood the program and that the site administrator is aware of his/her responsibilities. The site administrator will be asked to reference the IIPP handbook that has already been given to the sites. Certification statements for the sites will be checked by Safety Officers responsible for those sites. Sites not turning in certification statements will be given individual attention.

HOPE REHABILITATION SERVICES/SERVICE EMPLOYEES INTERNATIONAL UNION LOCAL 535

 

Scope: To develop a formal, comprehensive IIPP for the developmentally disabled and to prepare 150 staff members to train 850 employees with developmental disabilities. Training topics would include: ergonomics, personal protective equipment and MSDSs, earthquake safety and disaster preparedness; community safety, proper lifting, safe attitudes and behaviors, seizure activity, personal hygiene, CPR and First Aid, fire safety, illness prevention and bloodborne pathogens.

SOUTH BAY AFL-CIO LABOR COUNCIL (IN CONJUNCTION WITH 7 LOCAL UNIONS)

 

Scope: To continue and expand the bilingual training classes (started with a previous grant) and to broaden the scope to include the development of an English as a second language (ESL) module which uses health and safety (through the Auto Mechanics Local 1101 affiliate) h been added which will receive the general bilingual health and safety training and job-site peer-trainer series of classes. The Health and Safety Education Project will continue support other peer trainers and health and safety committees as well as expanding the outreach into the apprenticeship programs with the Pipe Trades, Retail Clerks and Machinists. The health and safety training will be directed towards workers in the following risk areas: machinists, pipe trades, janitorial service, health care, laborers/construction, transportation, retail clerks, butchers, clerical and hotel maintenance, janitorial and housekeeping. A survey may also be conducted of grocery clerks in order to ascertain if individual case reports of scanning lasers causing unusual vision deterioration are pointing to a broader scale vision impairment problem linked to the laser scanners commonly used in the industry.

OIL, CHEMICAL AND ATOMIC WORKERS INTERNATIONAL UNION, WESTERN REGION

 

Scope: To develop, pilot test and evaluate the key elements of an effective ergonomics control program, focusing on job task analysis, hazard identification and control, employee participation/use of worksite teams, and providing training that is relevant and specific to the concerns of the exposed population. Three case studies would be developed which would illustrate to employees and employers how the complex field of ergonomics can successfully be applied to solve real workplace problems, using the oil industry as an example.

DAVIS WIRE COMPANY/TEAMSTERS LOCAL 986

 

Scope: To create Action Teams who act as the core group of internal safety experts and trainers to address primary causes of recurring and high risk injuries and illness issues. These safety experts will be trained by external consultants, but will develop the custom curriculum, create or purchase safety materials and recruit the support needed to solve the company’s targeted safety issues. An English/Spanish video will be made which documents the steps required to identify, improve and maintain target areas for improving the IIPP for replication at other California plants.

CALIFORNIA LABOR FEDERATION, AFL-CIO (IN COOPERATION WITH 30 LABOR ORGANIZATIONS)

 

Scope: To expand the ongoing establishment of a consortium or worker training programs taught in English and Spanish (from a previous grant) to a program that has the capacity to teach workers in Asian languages. A team of ten health and safety trainers based in county Central Labor Councils and Building Trades Councils and four bilingual trainers will offer courses to at least 1560 workers with an emphasis in the state’s 100 high risk industries. Training will focus on the development of capacity and skills to meet the needs of worker participation in IIPPs. Efforts will target threshold topics essential to informed participation and leadership in IIPPs. Topics include: effective IIPPs; hazard identification, recording and reporting; toxic substances; ergonomics and construction hazards.

BAY COUNTIES DISTRICT COUNCIL OF CARPENTERS/THE 46 NORTHERN CALIFORNIA COUNTIES CARPENTERS JOINT APPRENTICESHIP PROGRAM

 

Scope: To implement training for cumulative trauma disorders injury prevention among working carpenters (journeymen and apprentices) in Northern California. All first year apprentice carpenters that will be attending the related and supplemental instruction classes and journey level members of the affiliate locals of the United Brotherhood of Carpenters will participate in the project. The project will involve (1) implementation of a train-the-train for existing Apprenticeship and Training instructional staff on ergonomics for carpenters (2) training in a four-hour course for apprentices and journey level using the manual Ergonomics for Carpenters.

SAN MATEO COUNTY RISK MANAGEMENT DIVISION/AFSCME DISTRICT COUNCIL 57/ORGANIZATION OF DEPUTY SHERIFFS/SEIU LOCAL 715 PROBATION AND DETENTION ASSOCIATION/CALIFORNIA NURSES ASSOCIATION

 

Scope: To reduce, control and contain the exposure to tuberculosis among 1200 identified "at risk" employees. The goal of the program is to identify those "at risk" employees who may come in contact with TB on the job, to test those employees to get a "baseline" on them, to provide training and education and to effect the necessary control and containment procedures. Activities include: devising control and containment measures; revising all appropriate IIPP manuals maintained by the County; preparing and distributing information pamphlets to the 1200 "at risk" employees; conducting training sessions for all affected management and supervisory personnel; conducting awareness and education seminars for the "at risk" employees; inaugurating a regular tuberculin skin testing program for the "at risk" employees with follow-up chest x-ray for positive skin tests or for those allergic employees; developing documentation forms and establishing recordkeeping procedures; developing and establishing procedures to provide counseling, treatment and rehabilitation services for "positive" County personnel and purchasing, as necessary, protective equipment.

Scope: To produce videotapes showing a typical ambulance "call" emphasizing the detailed procedures which must be followed to assure safety and illness prevention while handling various calls.
