CHSWC Releases RAND Study on Inpatient Hospital Services
OAKLAND – The Commission on Health and Safety and Workers’ Compensation (CHSWC) has approved for circulation and comment the working paper “Inpatient Hospital Services: An Update on Services Provided Under the California’s Workers’ Compensation Program.” This working paper was prepared by RAND for CHSWC. This paper has been approved for circulation by the RAND Center for Health and Safety in the Workplace and RAND Health but has not been formally edited or peer reviewed. Unless otherwise indicated, working papers can be quoted and cited without permission of the author, provided the source is clearly referred to as a working paper. The working paper updates findings from earlier 2003 and 2005 RAND reports pertaining to inpatient hospital services provided under the California workers’ compensation system and incorporates Office of Statewide Health Planning and Development (OSHPD) data on workers’ compensation hospital discharges.
This analysis is part of a broader CHSWC/RAND study evaluating the impact of recent legislative changes on the medical care provided to injured workers. The study examines changes in the number and type of discharges and maximum allowable fees under the Official Medical Fee Schedule (OMFS) for inpatient hospital services from 2003-2005 and discusses issues that might warrant refinements in the OMFS.
CHSWC is charged with examining the health and safety and workers' compensation systems in California and recommending administrative or legislative modifications to improve their operation. CHSWC was established to conduct a continuing examination of the workers' compensation system and of the state's activities to prevent industrial injuries and occupational diseases and to examine those programs in other states.
